(Handbook of Practices) - Beyond Retirement: Advancing Regional Strategies for Sustainable Decommissioning

This handbook presents a comprehensive overview of oil and gas decommissioning practices across the ASCOPE region, drawing insights from the revised ASCOPE Decommissioning Guidelines (ADG Rev. 1) and case studies from Brunei, Indonesia, Malaysia, and Thailand.

It highlights the ongoing transformation of decommissioning from a cost-driven obligation into a value-creating opportunity guided by circular economy principles. The ADG Rev. 1 provides a harmonized framework that aligns regional standards with international conventions, fostering collaboration and sustainability.

Regional projects showcase innovative approaches such as asset reuse, repurposing, and the “Rigs to Reefs” initiative, which deliver both economic and environmental benefits. Lessons learned emphasize the importance of early planning, strong stakeholder engagement, adaptive contracting, and rigorous HSE performance, setting the foundation for safer, more efficient, and sustainable decommissioning across ASEAN.


(Guidelines) - CCS or CCUS Border Agreement

This booklet presents global best practices in the growing Carbon Capture, Utilisation, and Storage (CCUS) industry, emphasizing how collaboration can accelerate a fair and sustainable energy transition across ASEAN. Covering the full CCUS value chain from emission sources to storage and utilisation, it underscores the importance of cross-border cooperation in achieving shared climate goals.

More than just a reference, the booklet reflects ASCOPE’s commitment to strengthening regional partnerships, aligning policies, and fostering innovation to balance energy security, affordability, and sustainability.

Through this initiative, ASCOPE aims to build confidence, encourage knowledge sharing, and transform challenges into opportunities while guiding ASEAN toward a cleaner, more resilient, and sustainable energy future.


ASCOPE Country Profiling 2025 (Special 50th Anniversary)

The ASCOPE Country Profiling 2025 presents an updated and comprehensive overview of ASEAN’s evolving energy landscape. Building upon the foundation of the first edition, this special issue expands its scope beyond the petroleum sector to include the region’s growing shift toward renewable energy, marking the first edition under ASCOPE’s new identity as the ASEAN Council on Petroleum and Energy.

For the first time, the publication also features profiles from Timor-Leste, China, Japan, and the Republic of Korea, reflecting ASCOPE’s commitment to fostering broader regional connectivity and dialogue.

This edition serves as both a reference and a reflection of ASCOPE’s continued dedication to promoting cooperation, knowledge sharing, and sustainable energy development across the region and beyond.


Methane Management Roadmap for Oil and Gas in ASEAN

This report presents a strategy to reduce methane emissions from the oil and gas sector in ASEAN, which emitted 0.32 million tonnes of methane in 2023—equivalent to 9 Mt of CO₂. Major emitters include Indonesia, Malaysia, and Thailand.

The roadmap focuses on four key areas:

  • Enhanced Monitoring: Using technologies to detect and measure leaks.

  • Standardised Reporting: Adopting frameworks like OGMP 2.0 for consistent, transparent data.

  • Certification Programs: Incentivising low-emission gas through certification and potential price premiums.

  • Abatement Strategies: Implementing cost-effective technologies like leak repair, vapor recovery, and flare reduction, often yielding financial savings.

Key challenges include limited regulations, low awareness, and coordination gaps. The roadmap addresses these with targeted actions, pilot projects, and a regional certification initiative, aiming to scale up over time.

If fully implemented, the plan could boost gas revenues by up to US$87 million and support ASEAN's climate goals, aligning with the Global Methane Pledge and Oil and Gas Decarbonization Charter. A key target is achieving the Charter’s 0.2% methane intensity.
