History of ASCOPE

Founded in 1975, the ASEAN Council on Petroleum and Energy (ASCOPE) functions as a network for regional collaboration in all aspects of the petroleum industry among the member states of ASEAN.

ASCOPE Declaration 1975 ASCOPE Charter 2025

Stands as an establishing document that created and defined the ASEAN Council on Petroleum and Energy today. The ASCOPE Declaration was signed on October 15, 1975, in Jakarta, to promote active collaboration and mutual assistance in the development and utilization of petroleum resources within Southeast Asia. Afterwards, the ASCOPE Charter was officially adopted at the 50th ASCOPE Council Meeting in Bangkok in October 2025, and reflects a "future-ready" organization.

The vision of ASCOPE is to advance a secure, resilient, and sustainable energy future by driving innovation and fostering active collaboration and mutual assistance in the development of energy resources across the region through joint endeavours in the spirit of equality and partnership.

Mission

The mission of ASCOPE is to reinforce energy security and supply resilience through collaboration in the efficient utilization of energy by promoting integrated infrastructure, mutual assistance, the use of research facility in the energy industry, fuel diversification, and coordinated policies, while advancing a just energy transition through low-carbon initiatives and fostering regional collaboration and capacity building for sustainable outcomes.
